Dick Castonguay
The Township Manager supervises all department heads and is responsible for the day-to-day operations of the Township, as well as the oversight of all government functions including finance, personnel, insurance, public records and information, public safety, and public works. It is his job to make reccommendations to the Board of Supervisiors on operations, policy, resolutions, ordinances, and to keep the supervisiors informed as to the township affairs.
Dick joined the township in 2005 bringing with him a wealth of community economic development knowledge from his previous position as the Director of Venengo County Economic Development Corporation. Since his time at the township, the role of the public works department has expanded to include a public works director, extra department members, and extra department duties. With his economic development experience, he pioneered the enrollment into the Enterprise Zone program offered through PA's DCED, which has been expanded, and facilitated the hiring of a coordinator for the various economic development projects efforts.
